Building Knowledge for a Concerted and Sustainable Approach to Refugee Resettlement in the EU and its Member States

Towards more accessible, equitable and managed asylum systems (COM(2003) 315 final)

European Commission

Title

Communication from the Commission to the Council and the European Parliament - Towards more accessible, equitable and managed asylum systems (COM(2003) 315 final)

Abstract

The Communication sets out 10 basic asylum premises, including the regulation of access to the Union by establishing protected entry schemes and resettlement programmes. The Commission proposes to explore the viability of providing for an EU legislative framework that could establish goals and selection criteria for resettlement, as well as the total annual target for resettlement. It also specifies that it would be left to Member States to establish their own selection procedures and quota within the resettlement target.
