Communication from the Commission of 22 November 2000 "Towards a common asylum procedure and a uniform status, valid throughout the Union, for persons granted asylum". COM(2000)755 final. (Not published in the Official Journal).


In this Communication, the Commission suggests that processing asylum applications in the region of origin - combined with a resettlement scheme - could be a way of offering protection to refugees and avoiding that they fall victim to illegal immigration or trafficking. An expected benefit is that asylum-seekers will have to wait less to obtain recognition of their status (Chapter 2.3.2 Requests for asylum made outside the European Union and resettlement, p. 9).
